I am on a caloric deficit. I don’t specifically do abs workouts. My workouts target abs (e.g. pull ups, chin ups, squats, lunges, deadlifts etc)
Also I am a former athlete, so I’m doing everything that I am, but for some reason this time around, it’s just not happening for me.

No, you aren't. Even if you are eating less, you are burning the same calories as your intake. If you just returned to the gym recently, it's not necessarily a bad thing.
You can gain muscle and lose fat pretty easily within the first 6 months, especially if you were previously an athlete. You just won't see weight change.
