the article didn't say how long the battery kept the lights on, only that it jumped in quickly, is the battery just better at stabilizing frequency or can it actually supply power for an extended period of time?

It doesn't have enough capacity to stay on for very long under full load. It's only there to provide stability. And in cases like this it can immediately respond and keep the grid stable until the peaker plants spin up.
